The minister also noted that there is unlikely to be decline in the use of coal in the country.

"It is in this background that we have been grappling with our climate change response," he said.

Observing that climate change can't be resolved unilaterally, Ramesh asserted that India's per capita emission is never going to cross that of the developed world.

He said even by aggressive developing needs, India is going to be a high growth low per capita emission country.

Though in absolute terms, it would be in fifth place, in per capita term it would be around 50th place, he said.

Ramesh said, India is now willing to consider on its own national performance targets. For instance having mandatory fuel emission targets, he added.

By 2020, Ramesh said 20 per cent of India's power generation capacity would be by renewable sources of energy.

"All these obligations that we are talking about is about 2020," he asserted calling on the developed world to have their new targets set for 2020.
