Employees of the Moscow State Motor-Car Inspectorate moved a convoy of activists from the Federation of Motorists of Russia (FAR) from Sadovoye Koltso [Garden Ring] to Yauzskaya Naberezhnaya [embankment] and leader of the Moscow branch of FAR Sergey Kanayev was detained by police.
"Around half an hour ago on Smolenskaya Ploshchad [Square] where a group of participants in the motor rally were waiting for fellow participants who were stopped by employees of the GIBDD [State Road Safety Inspectorate], police employees approached and escorted me and another two of the movement's activists to a police bus," Kanayev told Interfax.
According to him, the detainees were taken to the "Arbat" department of internal affairs. "So far, none of the police employees has explained the reasons for the detention to us," Kanayev said.
For his part, spokesman for FAR Dmitriy Samarin said that a traffic police detail cordoned off Sadovoye Koltso ahead of the entrance to Taganskaya Ploshchad and directed the convoy of motor rally participants to Yauzskaya Naberezhnaya.
"At present we are deciding what to do next. Most probably, we will try to return to Sadovoye Koltso," Samarin said.
FAR activists organized the motor rally today as a sign of protest against an increase in transport tax. The Moscow authorities refused to give consent for the motorists' rally and the leadership of the Moscow Main Directorate of Internal Affairs warned the activists that the police would stop an attempt to hold the motor rally and institute criminal proceedings against its participants.
Interfax has no obtained comment on the situation from representatives of the Moscow Main Directorate of Internal Affairs.
[According to an earlier report by Interfax at 1418 gmt on the same day, Samarin reported that rallies were planned in Moscow, St Petersburg, Vladivostok and a number of other towns.
Under proposals being considered by the Russian State Duma, there are plans to double the transport tax from 2010.]
